"The Belt and Road Initiative" Special Cooperation Plan for Poverty Alleviation through Science and Technology
Project Objectives
Poverty is a problem plaguing global development and governance, and a common challenge faced by the whole world. Chinese President Xi Jinping put forward a global development initiative during his video appearance at the 76th Session of the UN General Assembly on September 21, 2021, emphasizing the need to adhere to the innovation-driven approach and placing poverty reduction at the top of the list of key areas of cooperation, which meets the urgent expectations of the international community, especially the vast number of developing countries.
Poverty alleviation through science and technology is an effective means and an important model for solving the poverty problem, and has been successfully practiced and played an important role in winning the battle against poverty.
Under the framework of the Belt and Road Action Plan on Science and Technology Innovation, the Ministry of Science and Technology of China implemented a special cooperative action on technology transfer for poverty alleviation, shared its experience and practice in poverty alleviation through science and technology, and promoted the transformation of advanced and applicable technologies into productive forces, so as to make joint efforts in transforming the “Belt and Road” into a “Road of Innovation”, “Road of Poverty Reduction” , “Road of Growth”.
Project Methodology
The establishment of the International Technical Task Team (ITTT) are the main working mechanism of bilateral cooperation on poverty reduction through science and technology. We will promote the construction of an international cooperation system for poverty reduction through science and technology that driven by a variety of innovative elements, including talent cultivation, achievement application, technology transfer, industry incubation and platform construction, so as to help co-built countries accelerate their poverty reduction and development.
The project focus on the demands of the “Belt and Road” co-built countries for poverty reduction and improvement of people's livelihood, actively connecting the poverty reduction cooperation systems of Chinese and foreign parties, sharing China's successful practice and experience in poverty reduction through science and technology.
The project is organized in Six steps:
(1) Jointly conducting research on cooperation needs and matchmaking, and establish an intergovernmental cooperation mechanism for poverty reduction through science and technology.
(2) Conducting the collection and selection of technology results and building a library of practical technologies for poverty reduction.
(3) Formation of an international team of science and technology specialists to promote the transfer of industry-applicable technologies.
(4) Building a network of scientific and technological cooperation for poverty reduction with the participation of all parties, and to improve the system of regularized cooperation and counterpart promotion.
(5) Implementing cooperation projects for demonstrating scientific and technological poverty reduction and jointly promoting the demonstration and dissemination of technological achievements.
(6) Carrying out personnel training and exchange activities to enhance the sustainable development capacity for poverty reduction.
Project Findings
Currently China is actively working with the Serbia and South Africa to form bilateral joint working group for the Special Project on Poverty Alleviation through Science and Technology. The joint working group has reached the intention of cooperation and actively promoted the signing of bilateral MoU on cooperation in poverty reduction through science and technology. The two sides have reached the following cooperation intentions:
(1) Conduct cooperation in technology research, demonstration and promotion of technology transfer, which focus on agricultural industries that have a strong demonstration and driving effect on poverty reduction and benefit the public widely.
(2) jointly build a network system for scientific and technological cooperation in poverty reduction, and jointly promote researchers from universities, scientific research institutions, enterprises, social organizations and other institutions to carry out public welfare and socialized services in agricultural science and technology to support the development of poverty reduction industries.
(3) jointly support the implementation of scientific and technological cooperation projects, select and dispatch cooperation teams, and subsidize the implementation agencies of both sides to implement the goals and tasks of poverty reduction.
(4) jointly establish demonstration parks or demonstration bases for poverty reduction industries, promote the transfer of poverty reduction technologies to the ground, and form a demonstration system to drive the development of poverty reduction industries.
(5) Co-organization of human resource development, technical training, exchange visits and seminars in the areas of scientific and technological poverty reduction and agricultural technology.
